The victim gets a kill mail. But in this case, cause an NPC got the final blow, no aggresor gets a kill mail.
So the aggressor wanted the victim to send him a copy of the kill mail. Most likely so he could infate his itty bitty epeen by posting on a kill board.
I dunno if the CEO was being a dick and did not know how things work. Or was just jerking the aggressor about for laughs. IMO, he was being a dick.
Kill mails provide good intel and I would not share them with an enemy.

Hm... well when I first read this it seemed to me as though Vicar understood the mechanics, but was just messing with the pirate. If this is the case then its pretty funny the way hes messing with him. Regardless though, I wouldnt fault him for not wanting to give out the killmail.
